Thirteen people were detained in 38 serious cases over the past five years

In order to warn enterprises to strengthen their awareness of the law and conscientiously fulfill their responsibility for ecological and environmental protection, the Ecological and Environmental Bureau of Shifang City, Deyang City, Sichuan Province, announced 10 typical cases of ecological and environmental protection on Tuesday.  

On July 7, 2016, the first environmental police squadron in Sichuan was set up in Shifang City.  Up to now, in line with the tenet of "information exchange, normal cooperation, effective prevention and timely investigation", the Municipal Public Security Bureau and the Shifang Ecological and Environmental Bureau have investigated and dealt with 38 major environmental violation cases, including 6 suspected cases of environmental crimes, and detained 13 persons responsible for the crime.  We investigated and dealt with 32 cases of administrative detention and 41 persons responsible for administrative detention.  

The following examples are selected with waste plastic enterprises related to two case content, for the industry to alert  

Case 1

Xu Moumou, Huang Moumou plastic processing workshop using seepage pit emission of pollutants  

On March 28, 016, Shifang City Ecological Environment Bureau in law enforcement inspection, found Xu Moumou, Huang Moumou plastic leasing Shifang City Yunjie chemical raw material factory engaged in plastic processing, the production process of waste water without treatment, discharged to the pit did not do any anti-seepage measures.  After sampling and monitoring, the chemical oxygen demand and total phosphorus exceeded the discharge standard stipulated in the Comprehensive Wastewater Discharge Standard (GB8978-1996) (Table 4 Grade 1 standard).  Xu and Huang's actions constitute an illegal environmental act of discharging water pollutants by means of seepage pits and other means to evade supervision.

Case 2

Shifang City Shuangsheng Town a plastic management department using seepage pit  

Brief introduction of the case: On April 10, 2019, the Ecological and Environmental Bureau of Shifang City, Deyang City, found a plastic workshop in an abandoned factory building of Group 8, Tingjiang Village, Shuangsheng Town, when inspecting the enterprises under its jurisdiction.  After the site inspection, the management department will not be treated waste plastic woven bags cleaning wastewater, through the trench directly discharged to the pit did not do anti-seepage treatment.  After sampling and monitoring, the chemical oxygen demand (COD), ammonia nitrogen and total phosphorus of the pollutants measured in the water samples behind the sedimentation tank of the operation department were 1.67 times, 29.93 times and 82.24 times higher than the "Comprehensive Wastewater Discharge Standard" (GB8979-1996) (Level 1 standard in Table 4) respectively.  The above acts constitute an illegal environmental act of discharging water pollutants by means of seepage pits and other means to evade supervision, in violation of Article 39 of the Law of the People's Republic of China on the Prevention and Control of Water Pollution.  

Investigation result: according to the law of the People's Republic of China on water pollution prevention law "the eighty-third regulation, reported to the approval of the people's government of shifang city, shut down in the sales department in accordance with the law, and based on the environmental protection law of the People's Republic of China" the sixty-third regulation, transfer the case to the shifang city public security bureau, the responsible folk-rock with 5 administrative detention punishment.
