The "14th Five-Year" Business Development Plan issued by the Ministry of Commerce establishes a new recycling system to improve the recycling, sorting, and distribution capabilities of waste materials

The Plan points out that during the 14th Five-Year Plan period, China has entered a new stage of development, with profound changes in the conditions for business development and new opportunities and challenges.

The Plan clearly proposes to "promote green development" :

We will fully implement the major strategic decisions of reaching a carbon peak and being carbon neutral, and unswervingly push the business sector to follow the path of eco-friendly, green and low-carbon development.

We will develop green consumption, advocate a simple, moderate, green and low-carbon lifestyle, create green shopping malls, promote sales of green products, and expand consumption of green products.

We will develop green distribution, strengthen the control of plastic pollution in the business sector, support the transformation from green distribution, green warehousing and express delivery packaging, establish a new recycling system for renewable resources, strengthen the layout of waste materials recycling outlets, improve the recycling, sorting and distribution capacity of waste materials, and promote the circulation of second-hand goods.

We will develop green trade, establish green and low-carbon trade standards and certification systems, create a development platform for green trade, create a favorable policy environment for green trade, vigorously develop trade in green products with high quality and added value, and strictly regulate the export of products that are highly polluting and energy-intensive. We will develop cooperation on green investment, encourage foreign investment in industries such as energy conservation, environmental protection, ecological environment, and green services, improve the sustainable development of overseas investment and cooperation projects, promote green and low-carbon technologies to go global, establish a good image of Chinese enterprises in green development, and promote the building of a green silk road.
