Recycled plastic industry "14-5" period of vane and dividend

With the approval of the State Council, the National Development and Reform Commission (NDRC) recently issued the 14th Five-Year Plan for Circular Economy Development (Fa Gai Huan Zi [2021] No. 969, hereinafter referred to as the Plan).

According to the Plan, by 2025, a resource recycling industrial system will be basically established, a resource recycling system covering the whole society will be basically completed, the resource utilization efficiency will be greatly improved, the replacement ratio of renewable resources to original resources will be further increased, and the supporting and guaranteeing role of circular economy in resource security will be further highlighted. The output value of industries that recycle resources reached 5 trillion yuan.

"Plan" in the key tasks: "to build a resource recycling industrial system, improve the efficiency of resource utilization."

During the 14th Five-Year Plan period, we will promote green design of key products. We will improve policies and mechanisms for green product design, and guide enterprises to use environment-friendly raw materials such as non-toxic, low-toxicity, low-hazard and low-volatile organic compounds (VOCs) in their production processes.

In particular, "promote product design schemes that are easy to dismantle, easy to classify and easy to recycle, and increase the proportion of replacement use of recycled raw materials. Promote reduction of packaging and packaging printing. Accelerate the improvement of technical specifications for green design evaluation of key products, encourage industry associations to issue product green design guidelines, and promote green design cases."

The Plan deploys five key projects and six key actions in the field of circular economy during the 14th Five-Year Plan period:

Five key projects: urban waste materials recycling system construction, recycling development of the park, large-scale solid waste comprehensive utilization demonstration, construction waste resource utilization demonstration, key technology and equipment innovation of circular economy and other five key projects.

Six key actions: High-quality development of remanufacturing industry, recycling of waste electrical and electronic products, life-cycle management of automobile use, treatment of plastic pollution in the whole chain, green transformation of express package, and recycling of used power batteries.

"Difference" period, China will strive to build domestic large cycle as the main body, domestic and international binary mutual promotion of the new development pattern, release the potential in domestic demand, expanding consumption, consumption level, the construction of very large scale of the domestic market, resources, energy demand will continue to increase rigidity, at the same time high external dependency in some of the major resource in our country, the obvious contradiction between supply and demand, The efficiency of resource and energy utilization is still not high on the whole, and the way of production and life characterized by heavy production, heavy consumption and heavy emission has not been fundamentally changed. The security of resources is under great pressure. There is an urgent need and huge space for developing circular economy, improving the efficiency of resource utilization and the utilization level of renewable resources.
